Prior to 24w44a, the Ender Dragon took the full damage of any attack that hit its head hitbox. Since 24w44a, however, the damage of such attacks are affected by the same damage reduction as attacks that hit its other hitboxes. This was not mentioned in the changelog in any way so I doubt this was an intentional change.

Hi, so for some reason, I can’t report a bug, it just says ‘user not allowed this action’ so I have a bug where the dragon thinks I am outside of the fountain but really I was under it, so I started taking strange damage as if there was dragon’s breath (there wasn’t.) It was like I had thorns but I don’t have thorns. It’s a rare sort of bug and I got video proof of it happening.
