Glowing TNT that renders as an End portal or End gateway does not glow

Much like other entities, lit TNT can have Glowing set to 1 to produce an outline. However, that outline is completely absent if you also set the displayed block state to minecraft:end_portal or minecraft:end_gateway.

Commands to reproduce (you will also see MC-308380 happening with the latter command):

/summon minecraft:tnt ~ ~ ~ {block_state:{Name:"minecraft:stone"},Glowing:1b}
/summon minecraft:tnt ~ ~ ~ {block_state:{Name:"minecraft:end_gateway"},Glowing:1b}

Expected results: when you set Glowing on a TNT entity, it gets outlined

Actual results: that indeed happens for most displayed blocks, but end portals and gateways do not have this effect occurring
