Block outlines are rendered behind translucent elements if the "Improved Transparency" option is disabled

As of 26.3 Snapshot 2, with the new transparency changes, the normal block outline is rendered behind translucent elements if the “Improved Transparency” option is disabled.

Steps to reproduce:

  1. Disable the “Improved Transparency“ option.

  2. Line up a selected block’s outline in front of a translucent element.

Expected result:

Block outlines are always rendered in front of translucent objects.

Actual result:

Disabling “Improved Transparency“ makes block outlines render behind translucent objects.
