Item modifier tags can't be used in /item without quotes

The bug

Item modifier tags are a thing, but /item modify neither suggests them, nor parses them. However, by quoting the tag value, the command succeeds.

How to reproduce

  1. Download and apply the attached data pack: [mediaInline]
It contains an item modifier tag, #test:test.

  2. Run /item modify entity @s weapon #test:test

  3. Run /item modify entity @s weapon "#test:test"

Expected result

The first command should work

Observed result

It fails to parse

This command accepts single loot function, either as reference or inline SNBT value. There is no support for multiple values on command level, either as a list or tag. ”#test:test” is accepted because it’s a valid SNBT representation of an inline “minecraft:sequence” function.
