[MC-310506] The "Exclusive Fullscreen Mode" option has no effect when the "Exclusive Fullscreen" option is disabled

Steps to Reproduce

Launch Minecraft 26.3 Snapshot 4 or 26.3 Snapshot 5.
Go to Options → Video Settings.
Disable the Exclusive Fullscreen option if it is enabled.
Change the Exclusive Fullscreen Mode setting.

Expected Result

Minecraft should switch to the selected fullscreen resolution.

Actual Result

The game continues to use the default monitor resolution, and the selected Fullscreen Resolution is ignored.

Hi, thanks for your report. I have now split this ticket into two issues: This one now only covers the fact that the Exclusive Fullscreen Mode option is ineffective when Exclusive Fullscreen is disabled, and MC-311034 now covers the black screen when toggling fullscreen. I’ve given you ownership of that report too.
