End Rings do not generate anymore

When generating a new world in the latest snapshot, and teleporting where the end rings should be, we can see that they do not generate anymore.
It looks like MC-159283 was fixed unintentionally during the latest snapshot (since it was not listed in the release notes, maybe it got fixed unintentionally while fixing MC-310388 ? That seems to be the only generation-related bugfix for that snapshot).

The end rings, while not being an intended feature of the game, have their charm and the community has grown to like them. They are also very unlikely to be encountered during casual gameplay given the huge distance they start generating at (~300k blocks from 0,0 in the end).

I believe this fix was unintentional, and that a big part of the community would like to see the End Rings back, while the rest of the community is probably not even aware that they exist and would not care either way.
