All mobs stutter when they move their heads in the vertical direction

Steps to reproduce:

1. For example, go on a two block high pillar.

2. Spawn a cow on the ground.

3. Tempt it with wheat so it looks up.

4. ❌ The head movement stutters which can be clearly seen with low tick rate. The stutter is, however, also present with normal tick rate.

MC-278734 shows that this is unintended behavior.
