[MC-311053] Can't Generate an Ocean only world from a single biome world

Can’t generate an ocean nor deep ocean nor I think any ocean worlds from single biome generation

The reason why you can’t exactly generate an ocean only world (no land) from a single biome world is because that biomes are layered on top of the terrain, even if the biome type is set to an ocean biome.
