Withers below half health can be hit by firework rockets

Withers below half health can be hit by firework rockets, and will take damage if the firework is explosive. As wither armor was not detailed in the 12w34b changelog (nor did firework rockets yet exist), it is unknown whether this is intended, but the behavior is inconsistent with breezes since 24w03a.

To reproduce

1. /summon wither ~ ~ ~ {Silent:1b,NoAI:1b,Health:10f}

2. /give @s crossbow[minecraft:charged_projectiles=[{components:{"minecraft:fireworks":{explosions:[{shape:"large_ball",colors:[4408131]}],flight_duration: 1b},"minecraft:intangible_projectile":{}},id:"minecraft:firework_rocket"}]]

3. Shoot the wither
   The wither is hit and takes damage
