[MC-311186] The water overlay and fog does not render when the player's head is inside a block underwater

When you’re riding atop the Nautilus in the water, with your head stuck in the block, you can see that the surrounding water becomes transparent，and you can still hear sounds emerging from the water.

Action：

1.In the water, perched atop the Nautilus.

2.Insert your head into the block that is suspended in the water.

Result：You can notice that the water has become transparent, and you hear sounds as objects rise to the surface.
