Placed armor stands are rotated incorrectly for one tick

When a player places an armor stand for one tick, it is in the wrong position. This happens if you don't set it straight. This is easier to notice if you use the /tick freeze command to place several armor stands not in a straight position and then execute the /tick unfreeze command.
