Dispatch key for item modifier has been changed from function to type in 26.3-snapshot-4, and this is conflicting with type field of SetContainerContents. Because of this, game always fail to parse set_loot_table modifier since it is impossible to satisfy both of those format.
This field is a legacy from before the pre-component item format and is currently completely unused, so it seems safe to remove.

Can confirm.
Working example in 26.2:/item modify entity @s weapon.mainhand {function: set_loot_table, type: chest, name: "chests/ancient_city"}
Migrating past 26.3 snapshot 4:
function→type: conflicts with the existingtype.name→tag
(Not working) command after migration: /item modify entity @s weapon.mainhand {type: set_loot_table, type: chest, tag: "chests/ancient_city"}
