Endermen and entities eating chorus fruit can still pass through the world border

The Bug

When the width of the world border is an odd number of blocks, endermen and entities that eat chorus fruit can teleport to a location where the world border intersects their hitbox, allowing them to pass through the world border.

How to reproduce

1. Set the center of the world border to your current position and to 11 blocks wide.

   /worldborder center 0 0
   /worldborder set 11

2. Obtain some chorus fruit and eat it until you are teleported to a location where the world border completely intersects your hitbox.
   → ❌  Note that when your hitbox intersects with the world border, you can easily walk right through the world border.

3. Summon an enderman and make it teleport by placing some water nearby.
   → ❌  Note that when enderman hitbox intersects with the world border, it can easily walk right through the world border.
