[MC-311486] Veins of deepslate iron ore and tuff now generate above y=0

While exploring a cave in a Creative world, I noticed a relative abundance of Deepslate Iron Ore/Tuff blobs in a cave system above y=0, where they shouldn’t generate above.
Both screenshots were taken in the seed -3228021897017486062 at the coordinates -174 41 -207 in the Overworld.

Also note the iron ores in the iron vein are deepslate iron ores, not normal stone iron ores. Iron ore veins generating above Y = 0 should be stone iron ores.
