[MC-311510] Punching a fungus with Mining Fatigue 86 or higher produces an error in the log

Caused by MC-311504.

To reproduce:

place a crimson or warped fungus
be in Survival mode
/effect give @s minecraft:mining_fatigue 5 86
punch the block
look in the game log

Expected results: no error.

Actual results: there is an error indicating a sound could not be found.
