Copper armor have less armor points than golden armor although golden tools and weapons are weaker than copper tools, which is intentional as copper tools and weapons are supposed to be slightly better than stone tools and weapons which are stronger than gold tools and weapons.

yes. it is normal. @blockofamethyst we look up this stuff to confirm it. just use google and ask if its intentional. plus the minecraft wiki confirms this is intentional

Since armor points are not mentioned in the changelog for 25w31a (which added copper armor), I will confirm this, but it is almost certainly intentional.
