The bug
As of the 26.3 snapshots, the "Minimized" condition is rarely effective for most players. To trigger a true minimization, players must click the minimize button in the top-right corner of windowed mode or minimize it directly from the taskbar. Most players simply switch tasks using Alt+Tab or by clicking another application on the taskbar (without actually minimizing the Minecraft window). In these cases, the FPS reduction does not trigger at all, and GPU usage remains high.
In 26.3 pre2, this feature does not work at all in fullscreen mode. In 26.2, Alt+Tabbing out of exclusive fullscreen automatically minimized the window, allowing the FPS reduction to trigger. A change in a 26.3 snapshot stopped the automatic minimization, which completely disables this feature in fullscreen. (The change preventing auto-minimization on Alt+Tab is actually great!)
To reproduce
Set the option to "Reduce FPS when: Minimized".
Switch to another window using Alt+Tab.
Observe that FPS is not reduced and GPU usage stays high.
The functionality should be updated to work as follows
Reduce FPS when Minecraft is not the frontmost window.

This can be reproduced even with Exclusive Fullscreen OFF. Regardless of whether it is ON or OFF, it does not function at all in fullscreen.
I’m not sure how it works on Windows, but on Mac there’s no reason why playing in windowed mode or non-exclusive fullscreen would be treated as a minimization.
In 26.3 pre3, FPS is now limited when another window comes to the foreground while Exclusive Fullscreen is ON in Fullscreen mode. However, this does not work when Exclusive Fullscreen is OFF in Fullscreen mode, nor in Windowed mode. This behavior is inconsistent and needs to be fixed. Please reopen this ticket.

I’ve edited the title and description to make it clear what sort of impact this change had. I’ve also removed 26.2 as an affected version, since the change happened in a 26.3 snapshot.
