The Bug:

Some strings that contain the abbreviation "FPS" are improperly capitalized.

When referring to FPS, the letters should always be capitalized, as the game does with the other abbreviations it displays. For example, “FOV” is written as “FOV” instead of “Fov” or “fov” which is correct. In some areas of the game the “FPS” abbreviation is capitalized, but not always, therefore introducing an inconsistency. The same problem was fixed for the strings that contain the abbreviation "id" in MC-279122, therefore proving that this is a valid issue.

The Microsoft Style Guide explicitly says "Don't capitalize the spelled-out form of an acronym unless it's a proper noun", so it is the spelled out "frames per second" that stays in lower case, not the abbreviation. The "fps" shown on the debug screen is a hardcoded readout in the game's code rather than a translated label. Mojang's own article announcing the setting that now reads "Reduce fps when", "Save energy with the Frames Per Second limiter feature", writes it as "FPS" throughout and never in lower case.
