How to reproduce:
1.summon a happy ghast
2.run
/ride @n[type=villager(or any entites you want)] mount @n[type=happy_ghast]3.ride it and you observe that the happt ghast will quickly spin in place
Note:in 26.3 I used shader packs and resource packs but it won’t change the behavior of every entites

Can confirm this issue on 26.4 Snapshot 2.
I was able to reproduce it consistently, but I found that the order the harness and passenger are added seems to matter.
If I put a harness on the Happy Ghast first and then mount a villager onto it, the Happy Ghast starts doing strange looping movements while the villager is riding it.
Killing the villager immediately returns the Happy Ghast to normal.
I also tried mounting the villager before putting the harness on. In that order the issue did not occur, even after adding the harness afterward. The villager seems to need to be mounted after the Happy Ghast already has a harness for me to reproduce the bug.
