Disabled grayed out buttons don’t render like other buttons. This is due to their texture not having any kind of 3D effect like the other buttons since when menus were first designed.
This can be seen clearly when trying to make any resource pack that makes them “pop out” or by just replacing the disabled texture with the enabled or hovered one. I’ve enhanced the inner borders of each button in the attachment. It is clear that disabled buttons are just cut at some point on the right rather than ending like other buttons do.
Expected Behavior
Disabled buttons should render like enabled and hovered buttons.
Implications
I wouldn't mark this to be low priority, it's a small fix but it'll be significant when Java eventually adopts Ore UI in the late future, better safe than sorry.

It's not clear what your steps to reproduce are, however I am able to create a resource pack that changes the texture of disabled buttons to look identical to normal buttons, so I'm going to close this as Cannot Reproduce
You… just did though? Look right after “OFF” in the disabled row. The second-to-last colored column of pixels (also considering the black outline) doesn't use the darker palette used in the enabled counterpart.
