Frostbites do not spawn on the surface of snowy biomes

I tested it in the game and had a hard time finding a few in different biomes; they do spawn, but with rates below 5%, making encounters very rare, as you can see on the wiki.

It is not a problem in itself; this matter should be treated as a suggestion rather than an error, since they do indeed appear naturally on the surface.

Resolving as Cannot Reproduce. I tested this on single biome worlds with multiple snowy/cold biomes and was able to observe frostbites spawning on the surface.
