Theoretically, this is expected behavior, since icicles melt in the presence of strong light.

Regarding the previous comment, I say "expected" in the sense that you find the cave already in that state, with the icicles being only one block tall. As seen in the seed I provided, they generate as expected, but the presence of strong light causes them to break quickly.

When playing in survival mode, you will rarely find large icicles near lava pools, because the chunks load long before you get close to them.

The bug in this regard is invalid until proven otherwise.
