Blue ice can naturally generate next to water without it forming brittle ice

Frozen oceans can have Iceburgs with Blue Ice directly next to Water without Brittle Ice between them

- Steps to reproduce: Find a Frozen Ocean, find an Iceburg with Blue Ice at the bottom, observe there is no Brittle Ice between it and the Water

- Expected result: Brittle Ice generating between Blue Ice and Water

- Actual result: Blue Ice comes into contact with Water without Brittle Ice generating between them

yeah blue ice making brittle ice with source blocks instead of flowing water is going to make collecting iceberg ice and building with blue ice underwater a huge pain
