Minecraft 26.4 Snapshot 4 seems to not support symbolic links for resource packs anymore. Given this isn’t listed in the change logs, it appears that this is a bug.
In the attachment you can see that the symbolic link, in my case a junction, appears in 26.4 Snapshot 3, but not in Snapshot 4.
To reproduce this, you have to make a symbolic link of a resource pack that’s saved in a different location and put it in the resource packs folder.

I can also confirm that it happens to both Directory Symbolic Links and Directory Junctions.
The way to create a junction is with the following command:
mklink /J "C:\Users\[Your user]\AppData\Roaming\.minecraft\resourcepacks\[Name of your pack]" “C:\[location of the resource pack]“
The allowed_symlinks.txt doesn’t seem to be able to fix this issue either.
