[Note: MC-312546 should be invalidated because I accidently submitted that bug report, and MC-312697 should be reopened out of my request for further evaluation, that report was resolved as a wrongful duplication of my own accidental bug report MC-312546]
During testing, I came across a bug when the “What Goes Around Comes Around” advancement was not granted when a frostbite was shot and killed with an ice ball-filled dispenser, i used a setup (not a specific one) to prove it would diagnose a bug and it turns out I was dead right that it really did.
Steps to reproduce the issue:
Spawn a frostbite and place any kind of fence around it like shown in the image(s) below.
Place the dispenser on top of a block, fill it with ice balls, and make sure that it is close enough and that the dispenser is facing. towards the frostbite.
Put a wall behind the frostbite to make sure that the ice balls do not fly past the frostbite and not hit it.
Place a lever behind the dispenser so that you can activate your setup.
Activate the setup and pull the lever repeatedly until the frostbite is killed (make sure that the ice balls come out of it and hit the frostbite)
Notice how following all these step leads to the “What Goes Around Comes Around” Advancement not being granted.
Expected Result:
The “What Goes Around Comes Around Advancement would be granted successfully.
Observed and Actual Result:
The “What Goes Around Comes Around Advancement” happens to not be granted when following the reproduction steps listed above (it is player activated) and is therefore a bug.
Images below are an example of what your setup should look like.

This behavior is intended. Projectiles fired from a dispenser do not have an owner, and only owned projectiles can grant this and similar advancements (Take Aim, Arbalistic, etc.).
