Baby chickens do not care about waterstreams.

I made a chicken farm, and I expected the chickens and baby chickens to flow down to my hopper.

The chickens was pushed to the hoppers, but the baby chickens ran around like it was no water there.

Make a 2 deep 10x2 hole, put water in one of the ends and breed two chickens to make a baby chicken. The baby chicken wont swim and act like its no water there 🙂

I don't think it is a dupe. I've seen both behaviours; baby chickens not floating to the surface of still water and drowning as per MC-9388, and also baby chickens running about as if the water wasn't there at all (i.e. the water didn't push them or impede them in any way, and they didn't splash or make bubbles). They still drowned after a short while, though. To reproduce this, make a flat enclosed area of medium size (about 8x4) with 2-high walls. Place a bucket of water in a corner so that most of the area is covered with flowing rather than still water. Hatch chickens and baby chickens. It's more noticeable when the chickens are panicked and running about, so throw eggs or snowballs at a few of them. It may also be lag-dependent; my Mac was heavily lagged at the time the problem was most noticable, with 200+ chickens in a small area.
