[MC-33290] using the /weather clear command or the /toggledownfall command will not clear or start the rain untill I relog

When I use commands to start or clear weather it doen't work, but is says "Changing to clear weather". I would expect it to start clearing the sky and stopping the rain, but it doen't.

unable to reproduce. Toggledownfall works for me as soon as I type hit enter. Force a crash and attach it to this bug (press and hold F3 + C for 10 seconds to force a crash ingame)
