[MC-34656] Particle effects appear behind stained glass

Particle effects (such as torch fire) appear behind stained glass.

What I expected to happen was...:
Particles to appear in front of glass.

What actually happened was...:
Particles appear behind glass.

Steps to Reproduce:
1. Place down some stained glass.
2. Place a torch in front of the glass.
3. Notice the particle error.

Note the "relates to" link I already placed. There is no guarantee that fixing the one will fix the other.

It's the same bug, fixing the one will definitely fix the other. There's no difference if you place a torch in front of an ice block, stained glass block or a portal. Particles are always rendered behind transparent block textures. This is simply a dublicate of MC-9553 like the 97 others.

Indeed, this is definitely the same bug as MC-9553.
