How to reproduce:
Create a new world in 1.6.4 and find a Taiga biome
Load world in snapshot
Observe that it is raining instead of snowing and water is not freezing anymore
What I expected to happen:
Short version: It would stay cold, i.e. continue to snow and freeze water
Long version: Since it was announced that 1.7 would have both cold and warm Taiga variants, I'd have expected the cold variant to take the biome id of the old 1.6 Taiga biome and the warm taiga variant to get a new biome id assigned. That way, Taiga biomes generated in 1.6 would continue to have snow after switching to 1.7 even if the F3 page would now call them "Cold Taiga" instead of just "Taiga".
I really hope they change this for everyone who wants to continue using 1.6 worlds in 1.7 even if it changes the terrain generation...
To test: Generate 1.6.4 world with seed 506555500888585933 then switch
to snapshot. A cold taiga can be found at around x:0 z:580

I did search for the issue before and while it's related to MC-31205 I don't consider it a duplicate. The difference is, that all other bug reports I found are about the new 1.7 biome Taiga not having any snow, while I'm concerned about Taiga biomes that have been created in 1.6 already.
It's the same problem, they have changed the behavior of Taiga and it is no longer snowing, doesn't matter the reason.
This is not the same as other snowless Taiga reports. All other duplicates of MC-31205 are surprised that newly-generated Taiga (i.e., generated with 1.7, not with 1.6) is snowless, which is invalid and works as intended.
This issue addresses the "grandfathering" of existing 1.6 snowy biomes so that they continue to be snowy in 1.7. What they're called is irrelevant, although in 1.7 they're called Cold Taiga. This issue is valid, but may indeed be resolved as Won't Fix.
If this is left as a duplicate, simply by viewing the linked issue reports, developers will not be informed that it's the issue of continuity of already-existing snowiness that we're concerned with.
Edit: Basically, if it snows in a particular area in 1.6, it should snow in that same area in 1.7.
It would have made more sense to create a new warm taiga biome, rather than changing the existing taiga to warm, and creating a new cold one. However, it's really not recommended to play old worlds on 1.7 anyway, because of all the biome changes, and how it's going to generate ugly chunk boundaries between new and old chunks.
Your best option at this point is probably to find a program that can make batch edits to worlds, and change the ids of all existing taiga in your worlds to the new id for cold taiga.
So it looks like this is never going to get fixed. If you'd like to fix your own world, you can do it this way:
1) Download ClimateChanger from https://github.com/rutgerkok/ClimateChanger
2) Point it to your world's region folder, and change region 5 to 30. This will convert all Taiga biomes to the new Cold Taiga biome.
3) Now do it again and change 19 to 30. This will change all Taiga Hills biomes to the Cold Taiga biome.
Done!
As you explore new chunks, you'll still be able to find the new Taiga biomes, both the snowy and non-snowy varieties, but your old Taiga biomes will remain the winter wonderlands they've always been.
Please do not mark unreleased versions (anything starting with "Future Version") as affected. You don't have access to them yet.
