I did search for the issue before and while it's related to MC-31205 I don't consider it a duplicate. The difference is, that all other bug reports I found are about the new 1.7 biome Taiga not having any snow, while I'm concerned about Taiga biomes that have been created in 1.6 already.

I cannot see properly on the first two pictures, but the chest on your third picture is definitely blocked by the dirt block above it.

Your chest is being blocked by the solid block on top. A solid block ontop of a chest not only blocks you from opening it by right-clicking, but also stops hoppers from filling in items.
