Minecraft ingame maps

Every time I surround a map with paper on a crafting table, and pull out the finished product it doesn't expand to a larger sized map. It's always the initial map I started with when I created it in the first place. I only play survival usually so I don't know if this happens in creative versions of the game. I have tried reinstalling, and deleting everything Minecraft, and reinstalling, and neither have fixed the issue. I was able to expand maps in prior versions of the game.
