Resolution note
This report was resolved as "Works As Intended" because snow golems can only create snow trails in certain biomes and / or at certain heights and this report was about a biome in which snow golems do not create snow trails.
I created a snowman in my Survival world (seed: 1537751306) in x:255.7, y:32 z:293 (if you see in the game, I dug a hole in where coal vein was).
I expected the snowman to leave a trail of snow. But it did not. I killed him and created another snowman, but it also did not give off snow.
I also tried in a different world with creative mode. It still does not give off snow.
Edit: Not sure if this should happen, but it died by one shot of arrow by a skeleton and left 4 snowballs, not 8.

You can't remove issues. However, you can change the title of the bug report to something like:
Please close, not a bugSnowman does not leave trail of snow
to help the Mojang employees.
It appears that the new Mob AI introduced in the 1.8 snapshots partially broke how Snow Golems make paths. MC-64840 is saying that Snow Golems now make paths in Plains biomes.
Snowmen only leave a snow trail in snow biomes, and you are in a Plains biome. Therefore, this is not a bug.
