[MC-41986] /setblock doesn't work

Setblock isn't working nor is it responding at all. Discovered using minecraft 1.7.3 on a 1.7.2 server, using /setblock in a command block that should be unresponsive.

To recreate, go on a minecraft 1.7.2 server, while using minecraft 1.7.3. Then try using /setblock in a command block. The command block should be completely unresponsive.
