having this issue across a number of different packs we use with foods and potions.
This is definitely happening on bds too. It like if a map in a frame is loaded, its as if the server has the map on hand, to update it. But the change with render only chunks being handled by client, the server doesnt know whats in the chunks beyond the simulation distance.
I found a workaround for this.
If you place slab to the side of a block it will place incorrectly. If you place it again still aiming at side of that original block, it will place the next one over in the top position. It doesnt for a full block.
So i make a row of solid blocks 2 away , place the buggy one then place again to get top slab I need.

Further glow lichen cannot be placed on the top face of a top slab.. where you expect it should be able to.

Additional note it seems slabs are being handled in reverse again. Where top slabs break gravity blocks and cant take glow lichen but lower slabs can.
This has the same issue on android also.

Either way, fixed it. Intel released a driver update for win 10. After that, I just disabled VBOs.
So:
1. Make sure your gpu is compatible with win 10
2. Get latest drivers
3. Turn off VBOs
If a mod could change this from invalid to resolved, I would appreciate it.
I can confirm this, this is really annoying and different from the log crash. This causes hosted servers to close and restart because of an apparent error.

I'm making the resource pack myself. I'm not sure you quite understand, let me explain. In 14w10a, resource packs can make blocks 3D, my problem is that the models I'm making are turning black, x-raying. The defaul does not have any 3D models.
Confirmed, but till then, can't you just /kill @e[type=ItemFrame] ?
This resource pack worked yesterday, on the earlier snapshot. I've tried this with multiple packs too.
How'd ya get stacked minecarts in PE?
To recreate, go on a minecraft 1.7.2 server, while using minecraft 1.7.3. Then try using /setblock in a command block. The command block should be completely unresponsive.
