[MC-4212] Fireworks fly underwater and through lava

What I expected to happen was...:
Fireworks Rocket should burn out due to wet

What actually happened was...:
Fireworks Rocket just normally fly

Steps to Reproduce:
1. Place crafted Fireworks Rocket underwater

This isn't a bug seeing as they never were supposed to not work underwater.

Fireworks are still under development and it only just appears in the snapshot.

this was not in a snapshot but in a full 1.4.6 version release
