When you enchant a book with enought levels it can get multiple
enchantments, but they dont fit with each other.
So it can happen that you get a armor enchantment and a bow enchantment on the same book.
I dont think this is intensional because it doesnt make much
sense to have a bow with a "protection"-enchanment.
EDIT: If you combine those books with something it gets all the enchantments from the book, even if
its the wrong tool for the enchantment
What I expected to happen was...:
Get an enchantet book, maybe with multiple enchantments.
What actually happened was...:
Get sometimes a book with stupid enchantment combinations.
Steps to Reproduce:
1. Enchant some books.
2. Look at the enchantments.

Yup... and personally I recommend making a bunch of low-level enchanted books and combining them if you are trying to get the "perfect" enchantment. Unbreaking I + Unbreaking I = Unbreaking II

This has been around since at least 1.7.2 and I do believe is the way it works. You can use the book on any item that any of those enchantments would work, but only the ones that are applicable to that item would be applied. I.e. with a Power + Protection book, if you put it on a bow it would only get Power, whereas if you put it on armor you would get protection. This makes the books much more versatile, especially any you find while fishing or in dungeons / mine shafts / nether fortresses.
