No sunflowers in newly generated Sunflower Plains biome. 😞
Running 14w04b. The sunflowers generate when the chunk is generated in 1.7.4.
I tested on 1.7.4 (in a flower forest) and found two tall flowers, same place/seed on the new snapshot and there were no two tall flowers.
Two tall flowers are definitely bugged. My guess is they only spawn if your original spawn point is in a flower forest biome at the right altitude level. In this case you will get a huge patch of two block tall flowers in a dense patch near your spawn. They will not spawn anywhere else.
To test this, create a customized superflat world with the flower forest biome at the overworld’s natural height level like so:

No Sunflower
