[MC-46261] Villlagers dont plant seeds,potatoes,or carrots

I'm running windows 7 and i dont know what java version

To reanact the bug you can plant a bunch of carrots wheat and potatoes and let a bunch of villagers loose they will break and pick up the crops but wont plant
