The translucency of the hat layer of a player skin only works in the end dimension. I have tested this on single player and multiplayer bukkit servers. My skin file has translucent glasses but they are only translucent in the end dimension, I have tested in the over world and the nether on both singleplayer and multiplayer.

I can confirm this bug, pretty annoying when you're trying to make a holographic MSDOS-like prompt on your head.
Emmmmmm...We encountered the same bug......Now also 1.8.1......
(MC-74876)
I would like to add extra info:
This bug not only affects the player skin, but also armor pieces (http://i.imgur.com/WL7JYn3.png).
Translucency only works in The End (http://i.imgur.com/mxEuGWf.png) and in the creative tab player model (http://i.imgur.com/2Ybnn86.png).
This bug still happens in 1.8.7.
And I would add to the description the helmet translucency only works in the End dimension as well. Pics: https://twitter.com/EzerArch/status/617227535588433920 and https://twitter.com/EzerArch/status/606990257901445120.
This ticket was 2 fold. First, there is the leak in the End, which shouldn't affect humanoid skins anymore. The fix isn't complete and another ticket should be created if this OpenGL leak affect other parts of the rendering.
The second half of the ticket was about getting transparencies on head armor and hat layer. Well, this is in so enjoy ! You can now make skins with transparent glasses and helmets with glass like panes.
@FVbico
> How about transparant "armor" layer on skins on arms, legs and chest, do they also work now?
The translucency feaure is for the head part only, and it works as long as you don't use any enchanted armor piece. (Tested in 15w49b)
