[MC-47458] Repairing Items is Not Consistent

My Diamond Pickaxe with Fortune 3, Efficiency 4 and Unbreaking 3 cost 123 to repair, altough with some items it doesn't. It seems random, or that afer being repaired several times it bugs.

Even though is almost full repaired, Jeb said the maximum lvl cost is 5, so you tell me.
