[MC-47536] Cant view player inventories in spectator mode

Messing around in spectator mode when we found out that we can't open each others inventories when the other one is in spectator and the other one in survival / creative / adventure.

Is this still a concern in the current Minecraft version 1.7.5 / Launcher version 1.3.11 or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

WAI because while this is a feature we want to add, we have not yet added nor are sure we can add it.

This would be a huge feature to add, it would make moderation in vanilla minecraft so much easier. As it stands right now, moderation in vanilla minecraft is quite difficult without external tools/plugins but the ability to see other player's inventories would be outstanding in this department.
