[MC-49562] enderman dont spawn away from the end island

when in the end, enderman only spawn on the end island they dont spawn away from the island.

example, we have an enderman farm 128 blocks away from the main island they dont spawn there.

For one, an enderman farm should be at least 200 blocks from the main island. And you say 'we', which makes me assume you are on a server. Its probably the server being overloaded in some way or too many mobs in other places.

Yes we on a server, a server I own and I checked when the server was empty.

We first saw this bug since 14w06a, we waited to see if a newer snapshot fixed the issue before coming here to report it to someone who knew what they was talking about.

FYI it's 128 blocks since mobs don't spawn outside that distance if no blocks are available to spawn on.

Please don't assume my intelligence.
