Yes we on a server, a server I own and I checked when the server was empty.
We first saw this bug since 14w06a, we waited to see if a newer snapshot fixed the issue before coming here to report it to someone who knew what they was talking about.
FYI it's 128 blocks since mobs don't spawn outside that distance if no blocks are available to spawn on.
