[MC-50262] Endermen Do Not spawn on pressure plates

Endermen no longer spawning on pressure plates. i have Docm77's Enderfarm design, and its just not work at all. sometimes it DO spawn but really really lower than before. 1 min = 1 endermen..

Can confirm.

Seems to be not restricted to pressure plates or enderman, but hostile mob spawning in general. I tried in overworld w/ pressure plates with a control platform without and didn't see any spawns on the non control platform. Then tried in end as well with other items such as rails and grass with the same result.

We have just built Docm's farm design on our server using 14w10c, and spawn rates are pretty dismal. The tutorial was followed precisely. While the spawning issue may be fixed, the rate seems to be less than what it was before. Somewhere around 20 per minute.
