Duplicate of MC-4490?
I'm going to have to say that this is related to MC-4490. This ticket talks about the line not connecting. That ticket talks about the line not connected while crouching.
Hence why I added the question mark. While MC-4490 specifically mentions crouching, I do not see any difference between crouching and not-crouching. Just being in 3rd person or looking at another player fishing produces this.
Confirmed, and it appears in 1st person that the line is about 5px off.
