Server: Using /op from the console doesn't work when server is in offline-mode

Because my player data was deleted, I somehow lost my op status in my own server. I tried to /op myself using the console, and it stated that it worked. When I got back into the game, it wouldn't let me run op commands. I tried both "/op <username>" and "op <username>". Once I tried substituting my UUID. The UUID gave another error that I don't remember. After a while of fix attempts, it won't even let me back into the server. It gives Internal Exception: io.netty.handler.timeout.ReadTimeoutException.

What is the exact command you ran to op yourself?

whitelist and op list dont work with new UUID system for now, at least in offline mode,

Does anyone having this issue
a) has online-mode=false in server.properties ?
b) can do /op if online-mode=true is set ?

When my server is running in OnlineMode=false I cannot /op players nor can I add players to the op list using the new or old formating code. The server reports that I successfully /op'd the player, however the players are not op.
Once I switch to online-mode=true players that have previously been defined as /op are op. But not in online-mode=false.
