[MC-50648] Players suffocate in ice when stuck inside of it

The Bug:

Players suffocate in ice when stuck inside of it.

Steps to Reproduce:

Summon a large block of ice and teleport inside it by using the commands provided below.

/fill ~1 ~ ~1 ~5 ~4 ~5 minecraft:ice
```
```
/tp @s ~3 ~1 ~3
```
Switch to survival mode and observe if you begin suffocating.

Observed Behavior:

Players suffocate in ice.

Expected Behavior:

Players would not suffocate in ice.

Presumably the fact that it didn't occur in earlier versions, such as this screenshot from 1.3.1, and that ice being made to suffocate entities wasn't announced in any changelogs ?
