Mobs spawning too close

I can't find a specific reference now, but I'm sure I've always read that you want to build mob farms 24-32 blocks from where you wait, because mobs will not spawn closer than 24 blocks from you, and further than 32, they will despawn after a few minutes. From what I had seen in the past, this was true: standing just outside the spawn area in a mob farm would stop them from spawning. With the recent snapshots however, I have had mobs spawn directly in front of me ( 1-2 blocks distance ) while roaming around outside at night and instantly hit me.

The security distance of 24 blocks applies only to natural spawning mobs, not for mob spawners.

I'm talking about natural spawning mobs, not mob spawners.

I edited the description to be more clear since I did actually use that word, but what I meant was the dark room you build to spawn mobs in a farm, not the thing you find in dungeons. I've always found that being too close ( say, standing in the middle of the room ) prevented mobs from spawning, and I've never seen them spawn on the surface that close either, but recently I have had a few spawn right in my face.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
