If we summon a paper with the name "abc" :
/summon Item ~ ~1 ~ {Item:{id:paper,Count:1,tag:{display:{Name:abc}}}}This item is not stackable with an other paper renamed "abc" by an anvil.

Confirmed in the latest snapshot 14w31a, summoned papers can be stacked, papers renamed by the anvil can be stacked as well, but you cannot stack summoned papers and renamed papers by the anvil.
that's because the anvil gives another tag, a tag that determines how expensive it will be next time, since the summoned item doesn't have that tag, this is intended behaviour

Is this still a concern in the current Minecraft version 14w20b / Launcher version 1.3.11 or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
