[MC-52720] Minecraft Siwtch bugg

When you are switching really fast between your Inventory (Hotkeys or Mouse scroll), it prevents you from hitting Mobs / Players for 1 Secound!

I think, that's intended, since it would take some time for you to switch between weapons/items before you can use them.

Im sure you noticed that issue on a bukkit server.
And only happens when they have installed NCP(NoCheatPlus) on the server.
Contact NCP not Mojang.
